A sergeant with the Winter Garden Police Department was placed on paid leave after he was arrested in Apopka for stalking, the department announced Tuesday.

In addition to stalking, jail records show Sgt. Bryan Stubbs, 36, is also accused of installing tracking devices without consent, according to Orange County jail records. He’s expected to remain in jail until he makes his first appearance before a judge Wednesday.

The Apopka Police Department, which Winter Garden officials said made the arrest, has not released details of the case against Stubbs, and an affidavit has not yet been filed in court as of early Tuesday afternoon. A records request filed with Apopka police is pending.

Stubbs has been placed on paid administrative leave while the criminal case proceeds, as Winter Garden policy requires, his department said.

“The allegations are concerning and do not reflect the standards we expect of our personnel,” Chief Steve Graham said in a statement. “The Winter Garden Police Department remains committed to accountability, transparency and maintaining the public’s trust while ensuring a fair and impartial review of the matter.”

Stubbs was hired at WGPD in February 2016 and was promoted to sergeant May 2025. He has no history of prior discipline, a spokesperson said.
