Gov.\u00a0Jay Collins\u00a0and investor\u00a0James Fishback\u00a0are all pushing for cuts that go beyond a\u00a0proposed\u00a0Nov. 3\u00a0ballot measure\u00a0to reduce property taxes.<\/p>\n<p>But tax avoidance is no mere campaign promise for two of the candidates. Fishback and Collins fell behind on their own personal tax bills, according to property records.<\/p>\n<p>Fishback, 31, owes more than $5,000 in unpaid property taxes on a\u00a0Washington, D.C., condo that he bought in 2021, according to\u00a0District of Columbia\u00a0property records.<\/p>\n<p>\u201cThis is the first I\u2019ve heard of delinquent taxes,\u201d Fishback told the\u00a0Tampa Bay Times. \u201cI don\u2019t manage my personal taxes. Ultimately, I\u2019m responsible, but there\u2019s somebody on my team who takes care of that.\u201d<\/p>\n<p>As a disabled veteran, Collins, 50, is exempt from paying property taxes on his primary home in\u00a0Odessa. But\u00a0Hillsborough County\u00a0Tax Collector records showed Wednesday that the $716 in fees he owed for stormwater management and solid waste disposal and collection was overdue as of\u00a0April 1.<\/p>\n<p>When the\u00a0Tampa Bay Times\u00a0texted, emailed and left a voice message Wednesday asking about the home\u2019s delinquent taxes, the lieutenant governor\u2019s campaign manager,\u00a0Ted Veerman, responded an hour later. He said Collins\u2019 wife, Layla, had settled up but would not say when. Records in the tax collector\u2019s office showed the account was paid at\u00a04:43 p.m.\u00a0\u2014 37 minutes after the campaign was first asked about the unpaid taxes by the\u00a0Times.<\/p>\n<p>\u201cJay Collins supports the elimination of taxes so families don\u2019t have to put up with this crap,\u201d Veerman added. \u201cThere\u2019s not much here.\u201d<\/p>\n<p> <!--Ad-Slot: outstream_video--><\/p>\n<p>Delinquent taxes hardly disqualify a\u00a0GOP\u00a0candidate these days. The tax man, the\u00a0IRS\u00a0and the overall government are held in such low esteem by the MAGA base that stiffing any of them could score some political points, especially during a\u00a0GOP\u00a0primary.<\/p>\n<p>And the back taxes don\u2019t contradict core campaign planks for either candidate. Fishback and Collins oppose property taxes on homestead properties and support their elimination.<\/p>\n<p>But there\u2019s a law-and-order side to\u00a0Republicans. Candidates invite a backlash if, during a time when\u00a0affordability ranks as a top concern with voters, they are perceived to be getting a pass on something that is paid by everyone else, including their opponents.<\/p>\n<p>\u201cThe responsible thing to do is to pay it,\u201d said\u00a0Adam Ross, the\u00a0Pinellas County\u00a0tax collector and county\u00a0GOP\u00a0chairman. \u201cIt\u2019s reasonable to talk about reforming the system, but this just shows irresponsibility if you\u2019re running for the highest office in the state and you\u2019re behind on your taxes.\u201d<\/p>\n<p> <!--Ad-Slot: cube_article--><\/p>\n<p>The two other leading Republican candidates satisfied their property tax bills. Donalds, the\u00a0GOP\u00a0front-runner, paid the $3,121 on his $716,000 home in\u00a0Naples. Renner paid his $1.1 million\u00a0Flagler County\u00a0home\u2019s $20,000 tax bill in November, records show.<\/p>\n<p>The leading Democratic candidate, former\u00a0U.S.\u00a0Rep.\u00a0David Jolly, is all caught up on his $1 million Largo home, too, records show. He pays the $12,512 tax bill in quarterly installments.<\/p>\n<p>Some of Fishback\u2019s overdue taxes go back to 2023. Overall, the unpaid sum has accrued more than $1,600 in penalties and interest, records show.<\/p>\n<p>The\u00a0Washington, D.C., home, a 600-square-foot efficiency condo built in 1956, had a homestead exemption on it as recently as this year. It\u2019s against the law to claim this exemption for a home that\u2019s not a primary residence.<\/p>\n<p>In April, however, an audit by the taxing authority in\u00a0Washington\u00a0flagged the exemption that had been on the property since 2023, said\u00a0Eric Balliet, a spokesperson with the District of Columbia\u2019s chief financial officer. When the exemption was removed, Fishback was assessed back taxes, along with interest and penalties.<\/p>\n<p>Citing privacy, Balliet didn\u2019t specify why the exemption was removed. The tax office conducts about 300 audits a year to determine if homeowners qualify for the homestead deduction. Balliet said the property owner was informed\u00a0April 23\u00a0that the exemption was removed and that the delinquent back taxes were owed.<\/p>\n<p>Fishback said he hasn\u2019t seen the notification.<\/p>\n<p>He said he\u2019s always lived in\u00a0Florida. His parents live two blocks away from the\u00a0Washington\u00a0condo, and that was why he stayed there about twice a year, he said.<\/p>\n<p>Read more <a href=\"https:\/\/orlandorelocationreport.com\/?p=6120\">Florida confirms Stuart Bell as UF\u2019s 14th president<\/a><\/p>\n<p>Yet the condo\u2019s exemption complicates Fishback\u2019s claim that he\u2019s eligible to run for governor.\u00a0Florida\u00a0state law requires that candidates for governor be\u00a0Florida\u00a0residents for at least seven years before taking office.<\/p>\n<p>Courts typically give candidates the benefit of the doubt on claims of state residency. There is no single determination that proves someone is a resident, but the homestead exemption, which can only be used on primary homes, is an important one.<\/p>\n<p>In the\u00a0District of Columbia\u00a0and elsewhere, a property doesn\u2019t get an exemption on it unless the owner applies for it. Yet Fishback said he didn\u2019t request the one on his condo.<\/p>\n<p>Asked how his condo could have received an exemption if he hadn\u2019t requested it, Fishback suggested he was set up.<\/p>\n<p>\u201cD.C. is filled with Democrats,\u201d he said. \u201cThey all hate me.\u201d<\/p>\n<p>But Fishback said the loss of his exemption only proves that he\u2019s a\u00a0Florida\u00a0resident.<\/p>\n<p>\u201cThis is welcome news for our campaign,\u201d he said.<\/p>\n<p>Still, questions about his residency remain.\u00a0Florida\u00a0property records show that Fishback paid a $4,386 tax bill in November for a home in\u00a0Madison County\u00a0that he says is his primary residence. But while he bought this house in 2022 for $270,000, it doesn\u2019t have a homestead exemption on it. He said that he wasn\u2019t aware he had not claimed it.<\/p>\n<p>On Monday,\u00a0Collins\u2019 campaign filed a legal challenge\u00a0to Fishback\u2019s eligibility to be on the ballot. It cited, in part, the homestead exemption on his\u00a0Washington\u00a0property.<\/p>\n<p>Regardless of whether Fishback stays on the ballot, the back taxes further muddy his financial history. A federal court order issued last year ruled that he\u00a0owed his former hedge fund employer,\u00a0Greenlight Capital, $228,000. Fishback\u00a0admitted\u00a0to sending the company\u2019s confidential information to his own email account and trying to launch his own investment fund while working there.<\/p>\n<p>When he refused to pay, Fishback\u2019s financial accounts were garnished, and\u00a0U.S.\u00a0marshals seized and sold his Tesla. A\u00a0New York\u00a0federal judge said this week that Fishback\u00a0owed Greenlight more than $1 million in legal fees.<\/p>\n<p>In Collins\u2019 case, when his\u00a0Odessa\u00a0home\u2019s assessments for solid waste and stormwater went unpaid,\u00a0Hillsborough County\u00a0auctioned the overdue amount to investors. A\u00a0New Jersey\u00a0real estate firm won a bid of more than $800 for the overdue amount plus administrative fees. It\u2019s part of a process that allows the county to collect money from investors so it can keep operating on property tax revenue. Investors are betting that the homeowner will pay off the amount, plus interest, so the investors can make a small profit. Meanwhile, homeowners are given about two years to pay off the lien before their homes are auctioned off.<\/p>\n<p>About 3% of homes in\u00a0Hillsborough\u00a0get their unpaid taxes bought by investors, but most pay before their homes are auctioned away, said\u00a0Ashley Conaway, a manager in the county\u2019s tax collector\u2019s office.<\/p>\n<p>When the Collins tax bill was paid off Wednesday, it included more than $100 in extra fees and interest because it was late.<\/p>\n<p>Collins and his wife did pay their taxes on time for a second home, a condo in\u00a0Venice. They bought it for $253,000 in 2020. Records show they paid that property\u2019s $4,773 tax bill in November.<\/p>\n<p>But the couple doesn\u2019t pay property taxes on their $1.2 million primary home in\u00a0Odessa, a legal benefit that came from a decorated military career.<\/p>\n<p>A retired\u00a0U.S. Army\u00a0first sergeant and\u00a0Special Forces\u00a0medic, Collins won two Purple Hearts after he was wounded twice in\u00a0Afghanistan. In 2007, he was shot in his left arm. Four months later, a mortar explosion wounded him again. Severe back and leg injuries persisted, and, in 2014, doctors amputated Collins\u2019 left leg. He returned to service for another five years as a Green Beret.<\/p>\n<p>The Gary Sinise Foundation\u00a0built Collins a 3,900-square-foot smart home\u00a0northwest of\u00a0Tampa. The foundation, which builds custom homes for severely wounded veterans, donated the home. In\u00a0August 2021, Collins, his wife and two sons moved in with no mortgage.<\/p>\n<p>The couple applied for a veterans disability property tax exemption in\u00a0Hillsborough County, which they received in 2024. The exemption covers all ad valorem taxes, which were about $20,000 before the exemption went into effect.
